Why isn't there an ap I can use to delay a download until "free time"?

There are many. There have been like three or four threads about this same subject over the last few days.  The most recent is here:

http://www.freedownloadmanager.org/download.htm will do it.  On linux you can setup crontabs and wget as well as a crontab to kill wget at 5 AM.

Also you can pretty much do the same thing with windows wget and taskkill /f /m whatever.exe

Watch out for Jdownloader. Their main download (and yes they have admitted to it) is crawling with malware. Yes, their main program, not from another source.
