Just speculation based on the information provided and perhaps an Exede moderator will provide a more definitive answer, but the modem is responsible for counting data and it is periodically checked to update the usage meter - since the modem is turned off the periodic reports can't be completed and the usage meter likely reflects usage up until the modem was turned off. I would be concerned however if the usage meter continuously climbed during that period.

The usage meter is always a glimpse into the past and not real time (how far the past depends).

As has been suggested in the past, ViaSat could put an end to the heartburn that this delayed reporting sometimes causes by simply adding "as of mm/dd/yy at hh:mm to the usage meter display (there must be a timestamp associated with the updates).

Hello Layne,
The data that you’re possibly seeing on your personal portal meter is the usage that was identified before your current bill cycle. The Usage Meter is intended to be used as a guide to help you monitor your usage totals. It can take up to 24 hours to reflect updates. If your modem is currently offline (unplugged), the Usage Meter will not update and may not display your correct "Current Service State. Feel free to send us your account and contact info to exedelistens@viasat.com and we can also take a look to make sure all is okay with your usage.

And how far from zero was your usage when you checked?  Unless you are checking your usage with a non-Exede Internet account, it can be very tricky to get the "down time" usage.
