Since Diana wasn't helpful at all here's what they are talking about when they are saying you are out of data.

Whenever you access somewhere on the internet you are exchanging data from your computer to another computer somewhere else in the world. Whenever you do this it uses up your data allowance each month that exede gives you. Things like videos and large pictures use up more than websites with just text on them. Being on satellite internet our data caps are very small so it's really easy to use it all up before the month ends and it refreshes. When you use it up they put you in data restriction which means they will slow your speed down a lot and block you from going to certain websites. If you are just accessing something that is stored on your own pc it will not use data up.

When you browse the internet, play games online or use streaming services like Spotify, webpages and other information are being exchanged between your computer and someone else's server. Exede is your internet service provider, meaning they carry your traffic to and from the sites you visit. This uses your data allowance. Satellite internet service is expensive to provide and deployment costs are astronomical (literally), so like cell phone service, there are limits on how much you can use their infrastructure before they throttle your traffic (make it intentionally slower).
