Good morning Ducky.

Currently Exede does not offer a rollover data plan. The reason there's a data cap is due to the bandwidth of the satellite and due to it being in space we can't expand out bandwidth unless a new satellite is launched (currently planning to have one next year complete with new plans and higher caps). DSL/Cable doesn't do this for the most part because they are terrestrial and can just drive over and build it up. As for paying for your data you're paying a subscription for the service but how much or how little is used each month will not affect your billing in any way
