I have Viasat Business Class service with a persistent IP. Am I able to access my modem remotely through the internet?

Give it a try

What function of the modem would you want to access remotely?

Here's a 'boiler-plate' answer....

Open port 8080
enable remote config using port 8080
Password your router
subscribe to a DDNS service so you can always reach it, unless your IP address is etched in stone.

If your IP address is absolutely fixed, go to your IP address and add the port 8080 to it... like this:
xx.xx.xx.xx:8080

You should see your router as if you're in front of your computer, ready to log in.

The OP was asking about remote accessing his modem. Not sure if he was really referring to his modem or his router.
