Speeds depend on having priority data remaining and, congestion, that is how many customers are using the internet on your beam at any given time. Afternoons through about 2 am is the most congested in most cases, mornings are best.

Latency will always be in the neighborhood of 600ms, regardless of speed, that is the limitations of satellite internet, the travel time required for the signal to make a round trip is what it is and, it's as fast as it gets. That means some videos will buffer, especially live streams and, that's worse if the video cannot be viewed in the resolution your plan supports or lower.

For example if you have a silver plan, that's 480 MAX resolution so, even that may buff in times of congestion or, if you are out of priority data but, 240 or lower probably won't buffer. If the video you need is only available in HD, then it's going to buffer PERIOD unless you have one of the plans that support the resolution of the video.

You are probably in an area that is over sold, sounds like what I dealt with and I rarely went over my data allowance. Had 3 service calls, you are probably screwed, I got nothing but excuses. My service would drop out up to a dozen times a day, even when there was no wind, rain or snow. The congestion everyone speaks of is 100% on VIASAT for over selling in an area.
