Open ports on router for VOIP connection

I'm having trouble with VOIP connection. It works fine plugged into the computer but when plugged back into the powerstrip/router to use the phone, the connection breaks up. The tech for the VOIP system said I should contact my ISP to open up ports 5060-5070 on the router for a cleaner call quality. Does this make sense? Thanks.

It does make sense, however, those ports are not blocked on our modems.  

The only blocked ports on our modems are 19, 23, 53, and 1900.  

What exactly is your setup?
