if exede wifi is used to access the internet using a cellphone or tablet, does that count toward your data limit?

Yes. The wifi is connected to your Exede internet service so it'll use data. 3G on the other hand will use your cell phone's data

Yes, absolutely everything that connects by WiFi or Ethernet to your Exede modem uses up your data allowance. That includes the never-ending Windows and Android updates. It includes uploads as well as download data.

An even simpler explanation is that every byte that goes in or out of the modem is counted, no matter what device uses it..

You are lucky I can't get a win 7 update to work on any of my 3 pc's. Maybe that is a blessing in disguise.
