Unhappy with reduced speeds

My first month with exede. Twelve days are left in this billing cycle and my data is done for the month. I was told once the data limit was reached I would have reduced speed. I wasn't told that reduced speed really means non usable speed . I can't get a single page to load. Now I'm on a contract with 23 months to go. Huge mistake. Huge disappointment.
