If you do not wish to run a computer at all times you can see if a device at your network supports No-IP.com for Dynamic DNS updates. Some devices that include No-IP for Dynamic DNS can be Routers or Camera systems.

Trying to Use no IP I got port 81 open how do I configure No IP
Watch the videos.  How hard can that be?  You have port 81 open, so download the NO-IP client and install it.  All it is going to do is "call home" on a scheduled basis and identify who it is and where it's at (your current IP address).  It will set your URL re-direct to your current IP address like clockwork.  Set the frequency of the update to about once a day since our IP addresses don't change that often.  NO-IP.com doesn't give a rat's behind what ports you have opened, that's up to your app.

THEN....  using whatever app you have to monitor your camera, go to your NO-IP address and connect and watch.  Your app must be looking for the device at the port you opened (81).
 
Your app may not connect from home over the Internet..  Some routers are picky about sending and receiving to/from the same IP address. They see a loop and won't do it.
