Unhappy with installation charge

Tried resetting my system when it went down.  Thought it was my fault but 3 days later it is suddenly working again but slower than slow internet, constant buffering on tv.  Had already ordered an upgrade to unlimited and new updated modem to try and improve the quality of service but now they won't come install it.  I pay for the "easy care" plus now $150 per month for service that is supposed to better and faster! But they are going to charge me $95 to get the help I need with getting it up and running.  What a rip off.
