That's fine until some country says the U.S. FCC doesn't speak for them and forbids their path across that nation.  Star wars anyone?

No country has either the legal authority or the ability to do anything about satellites that pass over their territory, so I don't think this is a big problem.

Of course countries can decide who can legally offer services to their residents, but that's a different issue that wouldn't affect people in other countries.
