Satellite internet must be a scam.  When I spoke with Exede to buy, explained my usage, suggested was 10 GB plan. Well after 2 weeks, (been out of town 3 days), get a message have used 70% of my plan.  Seeing the 10 GB plan may not be enough, I upgraded to the 15GB plan.  Guess what?  In 24 hrs, I get a message saying all 15 GB are gone.  This is bull sh##!.  If this is Exede, they are liars and scam artist.  I will report them to the legislature to have them regulated, and or outlawed.  Poor customer service.  And down right liars....

John, so sorry you are having this problem. I have had both Hughes and now exede and have the 10gb plan--have learned how to fix my settings and severely limit streaming except during late night free zone, so I am always under 10 gb use when my monthly billing cycle is up. You would be amazed at the sneaky ways your data can be used up by your PC and other devices without your even necessarily being aware of it at all.
But re: your belief that this is some sort of "scam"--you said you asked them when you signed up which plan they thought you 'd need---why do you suppose they didn't right away just tell you you need the most expensive plan so they could get more of your money? 
Honestly, based on my experience, I have no reason to think Exede is anything different than what they represent themselves to be, namely a satellite internet provider (and one that has a good online rating in articles comparing the different satellite providers).
I do have to work a lot harder to be aware of and stay within my data allowance---sure, I'd love to have some kind of "lightening fast" land based internet provider with UNLIMITED data--i would just love that--but nothing like that is available where i live , so I have Exede and for me it is delivering what I was told I would get.
what might help with your immediate data problem is to send an email to exedelistens@viasat.com--excellent customer service reps will respond and can try to help you figure out if there are any problems re: your data usage.
