Condensate-Moisture-Water Inside Feed-Horn (TRIA)

Help! The “Feed-Horn” (Transmit Receive Integrated Assembly (TRIA) on my Exede Satellite dish CONSTANTLY has condensation inside the plastic (?) Feed-Horn cover plate.
It has now accumulated to the point that I have a 0.25-0.50" deep puddle of water at the base of the Feed-Horn. Despite what the Exede Service Rep tells me, this HAS to attenuate my signal strength, slow down my ISP download/upload speed and run up my Usage Fee to Exede! Of that I am positive!
1. How can I drain out this accumulated water.
2. How can I prevent moisture from getting inside my Feed-Horn?
