If i change my plan, when will it go into effect and will it be added to my current data?

If you change your plan, it will go into effect immediately. However, it will not add to your current data, the amount of data you have used for the current cycle will be applied to your new plan. If you were on the 10 GB plan and  had already used 5 GB, then switching to the 15 GB plan will show that you have used 5 GB, with 10 left for the cycle.

I wish it was this easy to change plans, unfortunately for me, it isn't.  I've been a long time customer and recently moved to an area that did not offer the Liberty 18 plan (had to go with Classic 15).  I noticed Liberty 18 is now available, but when I tried to make the change via the website, I received an "processing error message".  I've had "chats" with two different Exede reps and 5 days later, I still cannot change my plan.  The first rep even submitted a "trouble ticket" (whatever that is).  Very unhappy.

The ONLY exception to that is if you change to a Business plan. That would mean signing a new 2 year contract, and establishing a new account (with email and log ins to Exede sites transferred to the new account. Then your billing date changes and, you have the full allotment of the Business Plan you chose but none of any remaining allotment on the Residential plan. However that takes several days to accomplish and, you are billed for the first month of the new plan as soon as it is made effective.

Otherwise, if you simply upgrade to a larger residential plan, any data you have used will be used on the new plan as well, like Steve said.
