Why do I get this weird Outbound Calls Restricted message?

For a while now I've been unable to make outbound calls when attempting to use Wi-Fi Calling on my cell phone from my home. I have two homes and I have a good signal on my cell phone in Puerto Rico, but when I'm on the mainland I have literally no mobile network signal in different parts of my house, and when I attempt to make an outbound call using the Wi-Fi calling feature from my Samsung note I get the message below on my screen, and ultimately end up using the land line which I have to keep because of this issue.

I have tried rebooting the phone and the modem, and the phone is showing both the Wi-Fi and Wi-Fi Calling is on and connected. I do have the work around so this is just puzzling and sometimes annoying and inconvenient since I can't just call from my contacts on my cell.

Anyone?

You might needs to call your cell provider to update your E-911 address.

Are you using the entire 10 digit phone number?

You can update your 911 address on your phone yourself (at least on iOS) but unlikely that is the cause
