Why did my bill jump from $60.69 to $86.68?

It jumped from June to July with minimal useage

Viasat doesn't charge for going over your data limit. You have to log in to your account and actually purchase extra data. I would call Viasat and have them explain where the extra charge came from.

How long have you had your account? The majority of current plan offerings have a 3 month promotional rate. After that the monthly charge goes to its normal price. For example, Liberty 25 has an introductory 3 month rate of $50 - after that it goes to $75. Add in the equipment lease and taxes and it comes out to about what your stating... as noted call and it will be explained for your specific circumstances.

With an increase like that it's most likely that promotional pricing has ended, as Old Labs intimated.
