why am I being charged for GB useage while out of state?

I'm out of state useing someone's service,why am I being charged for GB useage?

How do you know that your data allowance is being depleted?

Did you leave the Modem powered up or is it off?

Do you have a Router connected?

I checked my useage on line and when I left the modem and router were turned off.

With Exede, the usage counter should remain at what it was when the modem was turned off since the usage counter cannot be synchronized with the modem while t is off. Once the modem is powered on again, the usage counter will be updated. This also is the case when the modem is powered off at the start of a new cycle - in this case the usage counter reflects the prior months usage not the new month's. 

Unless usage is continuing to climb while the modem is off when you check from an alternate ISP, there's no problem.

Please understand that “The Usage Meter" is intended to be used as a guide to help you monitor your usage totals. It can take up to 24 hours to reflect updates. If your modem is currently offline (unplugged), the Usage Meter will not update and may not display your correct Current Service State”. The data usage will show the data usage prior to offline.
