Is teleworking from home on a VPN going to improve with the new plans?  Enough speed to reliably use video conferencing which is very sketchy on VPN right now?

Latency is the issue when it comes to VPN.  Unfortunately, you cannot change the laws of physics.

some Vpns work better than others over satellite, if you can find a dealer that has a showroom or an install that they can let you test drive with the VPN you are using to best answer your question , my friend has the 30 mg gold in our area and for now has seen 10 mbps daily with it dropping to 2-3 during prime time and back to 10 afterwards, when connecting with pulse secure it drops the 10 mgs to  1 -1.5  while connected , he still gets around pretty good with screen sharing and VOIP suffering a bit , I think where your going is a ' Brute Force approach"  and the only way to really answer it would be the test drive mentioned above because each VPN and configuration at the business would be different
