what programs am I using my data on

I used 29.8 GB on my 12GB plan in January. I want to know what programs, applications or whatever sites I used to use that amount of data. I know someone somewhere has that info. If I can see where it went I can know where to cut back.

I would start by asking whoever uses your internet connection.  Surely that person has the information.

I believe you can call customer care and they will do a usage review for you. It's a very generalized categorical type of breakdown which may not be specific enough for you to determine how best to cut back.

Many of us simply keep track of where our data is going independently with great detail. This can be done with your own router having that capability or through various utilities that can be installed on each of your devices accessing your internet connection.

One of the more popular ones for Windows users is Glasswire, which can break things down by application, host, traffic type and time periods. For example (click to enlarge):

       

Others may already be available in your devices operation system.

I second Galsswire.  It's a great tool.  The only drawback, of course, is that it only monitors the data moving in and out of the computer it's installed on, but it's still a very helpful tool.

I keep detailed track of my usage by simply looking at the usage meter from time to time.  For example, before the State of the Union address, I had 12 GB of priority data remaining.  After watching the State of the Union address in HD, I checked my usage meter and I had 10.2 GB of priority data remaining.  I'm pretty sure most of that data was used up streaming the speech.

All I own is a laptop and smart phone and my 12GB vanished in 2 days because I keep my grandbabies and they love to play games on pc (MSN GAMES) for a little while after school I couldn't really afford it but I got 50GBs and its only been 14 days IT'S GONE!!! vanished into thin air looks like a good time to make a few changes

It's unlikely that your data vanished into thin air.  It's much more likely that something legitimately used it.  The trick is figuring out what.  

Useful information regarding tracking PC data usage has already been given in this thread, but you may want to see how to track data usage on your phone.  

Edit:  Or, are you saying you already know what the problem is (kids playing games), and that's the "few changes" you're referring to?
