I'm trying to configure a samsung dvr and need to know the connection mode.

Information is a little sketchy here - but adsl doesn't apply. It might help to know exactly what you're trying to accomplish and in what context (as well as what brand/model of DVR and router you use).
For the WAN (your satellite internet connection), Viasat uses dynamic IP addressing unless you have a business account where you'll have a static IP address. However, this would only be relevant if attempting to access the DVR remotely (i.e. from outside of your own home network - some do that for security camera monitoring from afar). A dynamic IP address requires that you use an external dynamic DNS service or other means to track that dynamic IP address (that can potentially change ay any time).
For the LAN (your home network), all routers can typically be configured to serve either dynamic or static localized IP addresses - check your router's LAN configuration. really varies by brand/model of router but a generalized description can be found at:

What he said...but I would try the Dynamic setting before getting into it too deep.
