What gives???

For the last few weeks, our internet service has been TERRIBLE. We spend more time off-net or "problem loading page" than we do enjoying Excede. We did go beyond our data limits last month, but should have been OK again on the 12th. Here it is the 23rd, and it's still lousy. Any help?
