You have to stay within your data limit.  If you don't, all bets are off on what kind of speed you will get.

Yup, gotta watch your data.  Even on "unlimited" LMAO.  The best of all though comes when you are REALLY frustrated, nothing wants to load, things time out.  Life doesnt stop because you went over data right?  THEN after several tries, and waiting, and waiting, and waiting ... you get redirected to a page where Viasat politely takes a moment to inform you that you have exceeded your monthly data allowance.   AS IF YOU DIDNT KNOW!!

PLEASE resist the urge to smash your device!!!

Same with cell carrier wireless. I will have to research other plans, I just took a cheap one as a test to see if I could dump VIASAT. I noticed things were normally slower on the weekend & could vary quite a bit. My previous experience with throttling happened during the week. I ended up with a steady 600kps and everything that I needed worked. This past weekend I got throttled. The combination of weekend + throttling was nasty. Speeds varied from 33-586kps on wild swings. Some websites would not work at all. At least the latency is always low.

Depends on the carrier and the plan. I haven't had any issues since leaving Viasat, and I use 100GB+/month with no issues.

I need to research plans. I have used both ATT & Verizon. Right now I have Verizon bundled with a cell phone, but I only have 15 GB of priority data. Where I am at offerings vary quite a bit even within the same carriers. Using the websites drive me nuts.  I think I will hit the Verizon and ATT stores.
