The only rule that could be put in place that would actually motivate a company to change would be to limit fastest speed advertising to the slowest speeds encountered by current customers.

If Spectrum Cable has 200Mbps speeds in an area, but several customers only get 20Mbps during prime time, then advertising should only read “speeds at least 20Mbps”. We had the “truth in lending” movement. We need the truth in broadband speed movement.
