voicemail not available

after dialing *36 the message says our voicemail is not available

Hi Bennette, 

You must set up a 4-digit PIN to complete the voicemail setup before you use your voicemail. 

Change your PIN press 1
Personalize your greeting press 2
Status check press 3
Call forwarding press 5
Record your personal name press 7
Repeat Personal Options press 9
Exit the menu press 0

it doesn't give you the option to setup a PIN (even though I already have one). THe message says your voicemail is temporarily unavailable and disconnects.
