Usage when not Using!

Earlier I posted about "UNLIMITED," which is NOT unlimited.  With day-time speeds (all kids around here are in school) of .25 - 1.1 Mbps, my internet is not usable.  

Anyhow, I have not unplugged my router but have turned off wifi for all cell phones and disconnected all laptops from Exede (using a mobile hotspot, which THANK GOODNESS I didn't get rid of!).  YET - in the past 48 hours, we used 22 GB of data!  What the hell???  That's more than a third of my limited-unlimited data! How is this possible?  Any ideas on what the heck is going on?  I need help!  I am using this to work and my husband and I have even talked about moving to get better internet service now that I am working from home (ridiculous!).

The last time I had Exede, I swore I would never come back.  Yet, I stupidly believed the sales person on the phone AND the technician who told me this was unlimited with no data caps.  I can't help but feel that I've been duped (again) and will never recommend Viasat to anyone.  I've had a technician come to my house and nothing is improving.  If it doesn't improve, I will contact the BBB and try to determine if there is legal action.  This message board is riddled with people in the same boat.  I'm at a loss...
