We need more information the help you sort this out.

Which Exede Modem do you have? The basic one or, the WiFi modem?
If you have the basic modem, do you have a router?
Have you tried connecting your computer to the modem with an Ethernet cable, not using a router or wireless at all?
What are the modem lights showing when you are unable to connect?
Have you used all of your Priority or purchased data allowance when you get the time out errors?

I have basic modem. Yes I have router. I have connected to my computer. I have unplugged modem, computer and Wi-Fi. Top blue light stays solid while the bottom three keep blinking.

Okay, turn off your computer, unplug the modem and router, disconnect the Ethernet cable form the back of the modem. Wait 3 minutes or so. Plug ONLY the power to the modem back in and wait for the top light to be on and, the next two lights to be flickering a bit, but mostly on. The bottom light should keep flashing at this point.

Now connect the Ethernet cable and connect the other end of the Ethernet cable to your computer - we are removing the router for testing to be sure it is not the problem. Turn your computer on. The bottom light should now be mostly on and flicker a bit. See if wepages still time out.

If they do clear your browser and temporary internet files. CCleaner is free to use and, can do that for you if you do not know how - link at end of post.

See if that resolves the problem, if not, disable your firewall and antivirus for testing purposes ONLY. Do pages still time out? If they do at this point, you will need to contact Exede:  https://www.exede.com/contact-us-exede/

I did all that you said here. Today was a good day since nothing timed out. Only once did anything say my internet connection was not working. computer running slow but didn't timeout. Will see how it runs later. Facebook was slow with my scrolling down. I ordered a new computer. Will see if that does it. The only things i use this for is gmail, facebook and shopping. The three blue lights are still flickering. That didn't change. Every now and then the second blue light would stay a little steadier.

The lights sound normal. I suspect malware on your computer may be causing a lot of the slowdown, especially if you see pop ups claiming your computer is running slow. That's usually adware, and often backend malware actually making it slower than it should be.

Open your Control Panel, go to Uninstall a Program. Read each one, if there is any programs installed that you don't recognize, Google the name of the program and see what it is. The open the task manager and do the same for any processes that are listed and User (ignore System Processes.)

If one is unknown and, you can't find out what it is, post that one, or those few here. I will try to double check it for you.

I do want to get this fixed as far as we can here, and if we can clean everything up and, eliminate any possible software problems (malware, virus, setting, etc...) then you reach out to the moderators here, they can easily see what isn't wrong at least.
