Depends on the size of the movie. But in any case download the movie during the late night free zone and it won't impact your data allowance. Download the movie during metered time and three or more movies could put you over your monthly limit.

Downloading a movie is illegal though. Netflix streaming if you watch in "Good Quality" takes up to .3GB per hour. so the average movie would be about .45-.6GB per hour. I'm not sure how the quality is on a TV though. I don't think it would look good on a 42 inch TV. Your best bet is to use the disc by mail. Just for 2 discs on bluray at a time is like $15 a month. Not much more than the streaming.

Maybe this will help:

1 hr./day web browsing = 1.8 GB/month

10 emails/day = 0.003 GB/month

2 hrs./ week social media = 0.514 GB/month

15 photos/week = 0.193 GB/month

20 file downloads/week = 0.257 GB/month

1 hr./day streaming music = 1.2 GB

15 min./week video chat = 0.103 GB

2 hrs./month std def movies = 1.5 GB

2 hrs./month hi def movies = 4.6 GB

I don't understand why you say downloading a movie is illegal.  I have bought +downloaded tv series by entire seasons...not illegal.  I regularly download to my hard drive tv shows and movies using the 3rd party program "Playlater.tv" fairly new program...some think it may in the future be challenged legally but it is perfectly legal now.  I guess maybe you are talking about people who deliberately use some kind of online "pirating" (meaning yes those methods are illegal) methods to download stuff?  I don't have a clue how to do that, but I do know there are ways I can legally download movies and tv shows.

Tottaly depends upon quality and length . For eg 5 min 720p can consume abou 50-60 mb , 360p video 20 mb , but there are not hard and fast rules for this. Click here for getting more info.
