Without full bar reception, DLs can drop due to signal power decrease with more/more "online." Which is not the same as traffic managed congestion.

Does the 7720L say 4GLTE connection? Sounds like 3G.
Update: Shortly after midnight, but Verizon plugging away better than Viasat ever did.

At 1080p vid rate, it will buffer on Viasat's 32bit browser, but not on 64bit Chrome on my older desktop. Chrome has a built in video decode (for video card).
YMMV, but VetSat found out an external antenna was required

I would suggest the test noted above. Drive closer to the tower and see what happens.
I am VERY happy with Verizon prepaid. In fact, I learned today I can save money with a family plan if I prepay everything. I might need to look into that. Bundling! Lol

With older computers, watching 1080p/720p videos may buffer, regardless if a person has a 1Gbps connection. This Denver TV station allows viewers to change vid rate
If an older computer has a newer video card that can process video decode, latest Chrome versions are one browser that can hand off video to video-card. VS's browser does not currently. If video is being processed in CPU, it will take a faster CPU than what I use.

Tether 7730L to computer via USB....OR....check network adapters (if Win), and disable ethernet adapter, if this is the case for Viasat. I'd check network adapters first...OR remove ethernet cable from computer.
Did you try a fast.com test?
