Slow speeds during peak hours (congestion)

Hello, could anyone answer a question for me in regards to slow speeds during peak usage hours?  I'm not trying to be a smart alec, I genuinely don't know how this works.  I understand network congestion causes some users to have very slow speeds, especially during peak times.  Why is it that some users (me) have snail pace slow speeds while others can stream video?  Some days during peak times I can barely use my email.  I just don't understand what gives some customers priority over others in regards to speed.  How are some streaming while I can't even surf?  Other relevant info: I'm the only one in my household online, using a tablet pc, windows 10, no other equipment using data.  Would ALL users during peak times have (relatively) slow speeds?  I just don't understand how some can stream video while I wait a long time just for my email to load.  Thanks for info.
