Anita, all speeds are UP TO 12/25/30 Mbps, as it is with any ISP. (That's megaBITS per second, not megaBytes per second.) If your speeds are always slow, even outside of peak hours (usually about 2 PM until 5 AM) please email your account and contact information to email@example.com and, ask them to investigate your slow speeds.
There can be many reasons for slow speeds ranging form what's connect (that 12/25/30 Mbps is split between all connected device, not per device.) to equipment issues, to the server you may be downloading from, even background tasks, computer specs to a degree and, so forth. Exede can take a look and see if there appears to be anything wrong equipment wise.
