Service call charge

We had an excess data usage problem, and when calling exede customer service, the gal determined that the dish needed adjustment, and said we had one free service call per year. After a couple weeks and a few more phone calls, the tech came out and had it adjusted in about 15 minutes. On the next billing we were charged $100.00 for the service call we were told wouldn't cost anything as we have been long term customers. Was the exede service rep wrong?
