To allow anyone to understand posts like this the person should include:

Their plan

Is data limit over or are they still on priority data

Time of day these speeds are measured

Where they are located, general location in what state

Indeed. I pulled 18Mbps once on a Sunday morning. Worthy of praise while on a 12Mbps plan? Hardly. One outlier doesn't change the fact I typically see 250kbps to 500kbps during primetime on priority data.
