On my eSVT web page under the colum Peer Subscribers, Availability the IP Layer has been grey for some time now.  Does that indicate a problem on my end or at the gateway  or something with Exede?

Neither, the IP layer is not directly related to your account. As Brad says, shouldn't even be visible on the customer side. It's to do with network protocols and, that might be on any hop or server your connection goes through. 

In short it's nothing to worry about.

yeah that part you can fully ignore and not worry about. That isn't directly associated to your connection. It's more for our engineers.

I have a problem with esvt page on the liberty plan when I log in all I get is the top part filled in nothing in the bottom half.

Have you tried clearing your browser or, using a different browser. CCleaner is free and will clear your browser for you if you do not know how to do that. https://www.piriform.com/ccleaner
