Slow downloads after service shutoff

On May 1 my service was mistakenly shut off. I called and a service rep immediately turned me back on. However since then my download speed is only .2 mbps. It is so slow it is not useable. Did it get turned back correctly? I did not have this problem before. Any help would be appreciated.
