Check out these typical causes for error 403....probably none of the examples fix your problem and you may need help from Exede's help desk.

Good Morning Charlotte,

I suggest you clear your browsers's cache and cookies and history.  Also reboot your system.

REBOOTMODEM COMPUTER ROUTER  (follow steps exactly as this does make a difference!)
1) Power-down the computer connected to your modem.
2) Power-down the router (unplug it).
3) Power-down the modem (unplug it). Wait 2minutes
4) If you have an Ethernet cable connecting your computer to the modem, disconnect it.
5) Make sure the Ethernet cable from the router is plugged into the back of the modem
*Note: Wireless routers donot require a cable connection to the computers they support.
6) Plug in the modem.
7) Wait until all LED lights on the modem are solid
8) Power-up the router.
9) Power up your computer

If this does not work, please call Customer Care at 855-463-9333 for additional troubleshooting.

Like Diana said that often fixes that error. If there is nothing Exede can do, sometimes cleaning things up on your end can correct HTTP errors too, which is what that is. Clearing your browser and temporary internet files may help. If you do not know how to do that manually, here are some programs that will do it for you. Choose whichever one you prefer, both are free to use.
