network status without using internet?

Now that we're over the big outage, I'm wondering if there's any way to determine network status without using the web? I'm sure I'm not the only one who wonders if it's just me or the network when I can't connect for a couple of hours. I suppose you can always call customer service and the fact that the phone goes straight to a busy signal rather than just "an unusually large call volume" probably tells me that it's the network, but couldn't a company that can build and launch a satellite have a number I can text to that will respond with network status? Even better, it could detect it's the number associated with my account and tell me the status and expected repair time in my region.

I don't have ViaSat, so I can't say for sure, but this is one of the big topics being talked about due to the outage.  A lot of people are asking the same question(s), and rightfully so.  There should be some way to see if it's down, other than trying to go online and having no luck.  LOL.
