Which wireless router (brand and model number); and which Viasat (foremerly Exede) modem?

You're trying to use your router as a bridge, may be a setting in the modem to do that, but it would be best to hard wire the modem to the router.

As James mentioned it would be best to connect the router to the modem with an Ethernet cable (i.e. a standard data cable that looks like a fat telephone wire), then disable the Wi-Fi on the Exede modem, if equipped, as the interference of the Wi-Fi signals emanating from the two routers will render the Wi-Fi unusable, especially if the equipment is placed close together.
