i have 2 wireless internet providers. Exede is for the entire family and the other is for one specific family member. i want to block the one member from logging onto Exede.

So I guess the answer is "no" since they avoided your question. I assume you want to block certain devices on the exede router network? This should be a basic standard or parental control on any modern router. It would be nice to block some devices like the tv or cable dvr so it doesn't gobble up data.
I also wonder if there is any data usage monitor on exede router?

Just enable MAC filtering in your router and enter the computer/phone/device MAC number and choose "block" (sometimes shown as "deny") if router has drop-down choice, or add MAC numbers to Blacklist if that is how the router handles MAC blocking. Password the router's settings (admin) access after that.
