Is the blocking of websites by Exede legal?

It's all related to the data cap on Evolution plans. We found a error on our end that was counting streaming as normal web browsing and that was going on for a while. The latter is unlimited on the evolution plans, BUT streaming, gaming, ect are not. A correction was made on our end but now accounts that have surpassed their data limit are not accessing these sites. We are working on visibility issues with things like news pages that may not be displaying. In the meantime adding data (whether it's calling in and having agent add it, purchasing extra data or whatever route you take) is fixing the issue.
