Installation failed after flood in area put cable connection under water

Recently I had to pay my installer for a service call and paid Exede for the service call as well. A connection was shorted-out because of a flood we had our area.
I understand that this is an active of God.
Why the installer did not move the connection point up on the building when he came out to fix the problem is beyond my logic.
Seems to me, that another flood will happen again and he should have moved his connection point further up the wall of my house.
I do have my Internet back online but another flood is going to happen, just a matter of time.
I paid for the service call but I am not impressed with this solution.
Please have the installer come back out to move the connection point further up the wall of my house.
I am on a fixed income and feel this will cost me another services call in the future.

Normally, if you paid Exede for the service call they will pay the technician. I would be suspicious of the tech who charged you.
