I'm being charged 3 times in one month and nobody will help me.

I paid my bill that was due, had my internet moved to my new house. After I received my bill for the first month and my new house I seen there is a collection charge on my credit report for $250 something, I login to my old account and see it says I have a balance due for $100 something and the dates are after I moved my service. Everyone I talk to says they don't know why this is happening and will not help me. The speeds I have been getting is as slow as dial up and I'm not over my data cap.
