I recently received a replacement but am only getting busy signal,is there something that needs to be done at your end ?

I assume you are speaking of an Exede voice adapter.  Make sure you have followed all of the instructions on this page: http://help.exede.net/articles/General/How-to-set-up-your-Exede-Voice-equipment

If that does not get your phone working you can call customer service at 855-463-9333 or, email the customer care team at exedelistens@viasat.com and, include your account information and assigned phone number in that email. (DO NOT post private or account information here as this is a public forum which anyone can view.)

Hello Brian, 

You may have your cables switched to your voice ATA modem, I would advise to check your wiring as this may be the reason for the busy signal. As Bev has suggested, please call Exede Voice Care at 855-463-9333 for further assistance. The best option if your phone does not work would be to follow the self-help instructions for troubleshooting your Exede voice service.
