Depending on what time it is for you, it could be congestion.  During prime time, aka when everyone is home from school/work that's when the network is the most congested and you'll typically experience the slowest speeds, this may also be an issue with what beam you're on, you could be on one of the more congested beams. Basically there's a fair number of possible reasons for why you're experiencing this.

I'm not an employee, so there's nothing i can do for you, but you can email them here: exedelistens@viasat.com and they should be able to help.  Be sure to include your account number and such in the email.

Run speed tests at various times of the day. If your speed tests fluctuate, it is most likely congestion. If you are consistently getting low speeds (and 5 Mbps would hardly be a low speed for me), perhaps there is something wrong with your installation.
