my speed drops down to 1mbs after reset it goes up to 20mbs what is that cable attenuation?

It means your cable has a problem. Only a mere sample of the signal is being delivered to the modem from the TRIA.
First and easiest things to do are:
Un-plug the ViaSat modem
Remove the cable from the ViaSat modem and put back again.
Do the same at the TRIA
Plug the ViaSat modem back in
Go to 192.168.100.1 in a web browser and watch the re-sync process.
If it does indeed re-sync, look at info again. (all info is bad/wrong until it completes re-sync)
If it's still bad, a service call is needed.

Does anyone know how the cable attenuation is calculated. It seems to be calculated rather than measured since I see mine varying a bit and I doubt if the actual attenuation is really varying.

A loss of 19.5 dB means that only 1/89 th of your signal power is making it through the coax .
