I am only getting 5.5 Meg is that right?

There could be a lot of reasons for that Ray. If you're on a Liberty Plan and have surpassed your priority data limit you will be in Liberty pass and that tops out at 5mbps. Other factors certainly can be involved: congestion of the network, weak signal due to weather, router, ect. The best way to see what might be causing that if it's still happening is you can either email us at exedelistens@viasat.com for review, you can call us at 855-463-9333 or you can do a live chat at https://www.exede.com/contact-us-exede/. Like most technical issues we have a MUCH easier chance if it's happening as you contact us
