how do I make phone calls?

Sounds like a good idea?  But there is no phone in my laptop.  I use headsets because I am hard of hearing.  Now all I need to do is find out how to use the headsets to make a call---is there some software I need to use, or what do I do?

Go with what is simple and free, Google Voice.

If the computer will be your only phone it must be on all the time, obviously.  There are hundreds of software systems with free downloads that allow you to make calls, but don't allow incoming  calls, so read what they really can do before downloading and installing one of them.

An alternative to installing phone software is Google Voice.  If you have a Google account or are  willing to sign up for a free Google account, you can make and receive calls from within Gmail. 

I do NOT advise porting your existing number to Google Voice, choose a new number.

This is just one idea to accomplish your needs.  I didn't recommend a service that cost money every month since Google Voice is free to use in the U.S. and Canada.
