You can by using a SMART WiFi router. This is on a device basis. You can only control what time they can use your internet. You can't control this by how much data they have used. I've policed my kids useage also by looking at their device and see where they have been using their browser's history. With a SMART WiFi router you can also DENY them access (knowing their machines MAC address). It's not perfect but, in my case, it's manageable. All this goes down the "toilet" when we have visitors. I can't seem to sya NO. It would be nice if the technology would allow us to SLOW their speeds down on a device by device basis. This may discourage them from using facetime, watching videos, and/or playing online games. Talking to them, atleast in my case, doesn't seem to work. So we suffer being on Liberty Pass a a little earlier in our monthly data cycle. BUMMER.

Hi daoaier,  ViaSat/Exede does not have a tool to limit data by a user.  You may be able to view the device to see how much data has been used. There are apps and routers that do so but we do not recommend any 3rd party devices or applications. Please send an email if you have any additional questions or concerns to with your account information.

The following might be of help:

If it were me setting up a network to do that, I would make sure that the exede modem would only connect to the router that does the data bandwidth limiting, that everything else connects through the router that does the data bandwidth limiting in order to get to the exede modem, and that the exede modem and the router that does the data bandwidth limiting are physically secure.
