Holy Cow -What Speeds!

Per Ookla, my download speed this afternoon was 18 mb/s and upload speed was 10 mb/s on my iPad. I hope these speeds last.
Maybe the squeaky wheel does get oiled.
The pages still loaded slowly so I do not know what is causing that.
My iPad has no antivirus or anti malware to slow it down.
The iOS on my iPad 2cd generation is 9.xx. Apple has released iOS 11.xx but my 2cd generation iPad won't accept anything higher than 9.xx.

Try a different browser app on your iPad, Safari mobile can be slow on any device. I like Bing or Chrome mobile. Edge mobile not so good and, Mozilla lost me with screw ups several months ago.

I don't think your tests are accurate, especially on the upload side.

Also, try running testmy.net and see what results you get.

My enthusiasm was not justified. You are right.

I tested on my pc this time instead if my iPad.
Testmy.net indicates my download speed to be 952 kbps.
Speedtest.exe returns the following:
ping: 648 ms
DL: 1.46 mbps
UP: 2.43 mbps

Since these results are taken now on my pc and the previous results were taken in the afternoon on my iPad, I cannot be absolutely sure the afternoon test was wrong. I will try again tomorrow afternoon.

It could be right. But your tests right now are consistent with my primetime tests tonight.

People will get one good speed test and gush about it here. Then there will be the obligatory comment about changes being made, should be seeing improvement, etc. That could be. But one night, one speed test, etc. does not make a pattern. Take some primetime tests over a few days. Then, take them a week later. See if there is a pattern developing.

Are my speeds better now than last week? Yes they are. Is itt a pattern of improvement? Time will tell!
