When I purchased the Evolution plan in June, 2014 it was advertised as 15gb for 24
months.  That's why I chose it.  Now it has been cut to 10 and they
said it will be 5.  But, they told me it never was 15.  I asked for the
original contract and they will not provide it.  The one dated Oct. 7,
2014 is available online. After two calls and speaking to a supervisor
who spoke to some other department, they said they would snail mail me a
copy.  It did not come. 

Did anybody else have similar issues?  I am trying to find a cached version of the website from June where it advertised the 15 gb. 

The speed is already VERY slow anyway.  I have run several tests at different times of month and day, and rarely get over 3 mb download speed (they advertise "up to" 12, but don't guarantee speeds).  I was told there is a lot of "static" in my area and there is nothing they can do about it.
Exede/Wildblue has not honored the contract - I am not happy.

You should have been emailed your customer agreement (that you signed electronically) which states the terms of the plans in effect when you signed it.  Check your old email.

Has anyone been able to cancel without paying the penalty?

James, the Evolution plan was never sold at 15GB. There was a brief period of time where metering was proving a little difficult so we let it hover around 15GB with the expectation of lowering it back down to the 5GB threshold stated on our site and in the customer agreement for this plan. We recently in the past few weeks, upped the Evolution limit to 10GB permanently. If you are getting slow speeds alot, there may be a deeper connectivity issue that needs to be addressed. Have you googled it to see what you come up with, you might see the plan, and also find people to contact that has some power at exede. I can say truthfully say (knock on wood) that I have never had a issue. I have seen where they work to help people out of issues, so I am surprised you are having a problem and can not get help. One month I redone my laptop and had to do a lot of down loads, I called to see about raising my level a little bit and they gave me 5 extra megs for that month. I hate to take advantage of a good thing, but I might give them a buzz again, I got a notice that I was getting low this month. I know why, I am looking for a new alarm system for the house and have seen a lot of videos. There is a CSR (customer service rep) there by the name of Kimberly, she seems to understand the needs of a customer. Try face book too. But she is a great help, I have just read stories of some great work she has done, and she is the one who helped me. I hope they can find you the help you need. I am not a sponsor for exede, because if cable would ever come my way, I will be right on it and the reason is the speed, unlimited time,cost and the weather has no affect. When we built the house one year ago, I never thought of it. I left 50 megs of unlimited service to move out in the country. Believe me, I did a lot of research to find the best company and in my price range. It was the best one of all that I look at, and I mean I spent a lot of time to research these companies, because I was hating losing my cable. I hope I have told you something that has helped.

This is a statement I received from an Exede csr when I was first confused about my allowance:"Hi Colleen, I apologize for the response time I was out of the office. You are on the evolution Plan with 15GBs of data." Then I received an email stating I was being given an extra 5GBs of data and my 15 went down to 10.  Maybe, I've been adding and subtracting incorrectly all these years. P.S. I don't necessarily  believe Evolution is a rip off, but I do know I find it hard to understand.
